Can I reuse an old cover letter when reapplying to MBB?
I interviewed with MBB and some boutique firms before but didn't get through the first round. I'm planning to apply again this year. Can I reuse most of my old cover letter and just update the resume, or will recruiters notice/care that the cover letter is similar?

I would say leverage your previous cover letter.
That said, over the past year you've done more, correct? Add these additional experiences in! Fundamentally, they're going to need to see evidence that you've fundamentally changed/progressed - especially if you didn't make it past the 1st round.
