Does being asked to apply online mean my partner introduction counted as a referral?
An MBB partner passed my CV to recruiting. When I followed up, the recruiter asked me to apply online, choose up to three offices and let them know once I'd submitted. Does that mean I have a referral?
I'm also no longer sure I want the office the partner is in. Can I use those office preferences for the places I actually want, rather than hoping to change office after the interviews?

This is a bit unclear. Either the Partner is brushing you off politely and told HR “Hey, this person wants to apply” or, they're referring you “Hey, I think this candidate would be a great fit for the firm. Can you keep an eye on his/her application?”
We don't know…but you need to run with it!
They said select 3 offices! So, select your top choices first. As a backup, perhaps put this office as #3
Please don't forget to tell HR when you've applied!
