Is having a partner in a city a good reason to choose that consulting office?
I'm applying to an office in a city where I've only spent about a year, but my partner lives there. Can I give that as my reason for choosing the office, or will it sound weak? It is a genuine reason, not something I'm making up.

Yes and no. It's a valid reason but it really should not be the only reason. You need to talk about how the office itself appeals to you, how you like the city/region, how you're familiar with the area because of a,b,c. If the only reason you give is that your wife lives there, it's not going to give them a whole lot of confidence that you want to be there and you'll be a good fit!
It's kind of like responding to “why do you want to work for our company” with just “I need a job” or “I want to do consulting”.
